The Town of Collingwood has initiated the second phase (Phase II) of the Stormwater Management (SWM) Master Plan. The Town completed the initial background information collection phase of the SWM Master Plan in January 2022. During Phase I, a comprehensive model was created to assess the existing conditions of Collingwood’s stormwater management system. Phase II of the SWM Master Plan will identify alternative solutions to address flooding issues within Collingwood and establish the preferred solution to mitigate these flood issues effectively.

The Phase II Townwide SWM Master Plan for Collingwood is being conducted by the Municipal Class Environmental Assessment (Class EA) process, a Schedule ‘B’ activity as defined by the Municipal Engineers Association Class EA documentation. The Class EA process identifies and confirms the Project-related problems and opportunities; develops alternative solutions; assesses the potential environmental, cultural, social, and economic impacts of the problems, opportunities, and solutions; recommends preferred projects; and incorporates monitoring and mitigation measures.

The purpose of this PIC is to provide an update on the project, including presentation of background information, existing conditions and challenges within the study area, and to present the long list of potential solutions being considered to the affected public for input and feedback before screening and short-listing of alternatives for detailed evaluation. The PIC will consist of a presentation (to be held twice, at 6:00 pm & 7:00 pm) followed by a question-and-answer period. Representatives from the project team will be available to answer questions regarding the presented materials.

Information will be collected following the Municipal Freedom of Information and Protection of Privacy Act (‘MFIPPA’). With the exception of personal information, all comments will become part of the public record.

Notice of future public contact for this study and additional information will be posted on the Engage Collingwood website (https://engage.collingwood.ca/) to inform the public of the Class EA’s progress.
