Reporting to the Director, Finance/Treasurer, the Manager, Finance/Deputy Treasurer is responsible for managing and coordinating the day-to-day operations of the division, overseeing division administration, preparing and presenting forecast models to senior management and Council, overseeing the year-end and annual report process including the research and implementation of new PSAB accounting standards for financial statement and Financial Information Report presentation, financial policy and procedure development, financial software implementation and management, management of the accounts payable and receivable functions, developer security deposits, financial account system, tax system and payroll system, and completion of special projects. The main duties and responsibilities of the position are in the areas of program administration, finance analysis, accounting and reporting, report preparation, and division administration functions.

What You Will Do
• Resolve issues within the various modules of the accounting software system and create automated reporting for departments. Plan, coordinate and implement financial system upgrades
• Manage relationships with banking institutions, oversee banking matters such as service issues, deposit processing problems, returned items, signing authorities, etc. Review monthly bank reconciliations for the Town’s four bank accounts, manage the corporate file transfer system (e.g., pre-authorized payments, direct deposits, electronic funds transfers, etc.) and liaise with third party payment processors.
• Assist with the management and monitoring of the Town’s investment portfolio and liaise with investment dealers, oversee the Town’s social housing program, manage any issues brought by tenants or the landlord, liaise with the Town’s partners to resolve issues, and manage the monthly payments from the property manager to ensure accuracy of reporting
• Be a significant team member in the preparation and management of the operating budget, actively participating in budget discussions with the Treasurer and Council as needed
• Manage the coordination of work activities and provide operational guidance and direction to division staff. Manage division staff, which involves conducting performance appraisals, coaching/mentoring, succession planning, training and development and the application of discipline. Monitor and approve work schedules for division staff while ensuring operational service levels are maintained.
• Prepare annual financial statements and accompanying note disclosures in accordance with General Accepted Accounting Principles and Public Sector Handbook guidelines, including those for the municipal service boards (e.g., Library, Museum, etc.).

Skills and Experience
• Five (5) years progressive financial experience in public accounting/public sector accounting/finance including financial planning and analysis. Demonstrated success in leading cohesive and motivated teams to meet corporate goals, objectives and initiatives.
• Knowledge of the CICA PSAB Handbook and Guidelines Canadian Income Tax Act and related policies and procedures. Knowledge of the Municipal Act, Town By-laws, Charities Act, and Assessment Act, an asset
• Demonstrated understanding of generally accepted accounting principles and practices; financial information systems and processes, budgetary processes, forecasting and project management. Exceptional analytical and financial analysis skills. Experience in tangible asset valuation and management and demonstrated knowledge of PSAB Accounting Standards.

Qualifications
• Degree in Accounting, Commerce, Business or related discipline.
• Professional designation as a Chartered Professional Accountant (e.g., CPA, CA; CPA, CGA; CPA, CMA).
