The Opportunity
Reporting to the Director, Legislative Services/Clerk, the Manager, By-law Services is responsible for leading a team that provides critical by-law and community standards programs and services for the Town, building positive community and stakeholder relations, and leading strategic policy development and reviews in alignment with corporate and division plans, objectives and goals.
The position is also be responsible for Prosecution Services for the Town, conducting/coordinating Part I, Part II, and Part III prosecutions, appeals and early resolution meetings in the Ontario Court of Justice for offences under provincial statutes, selected federal statutes and municipal by-laws and any matters delegated by the Attorney General.
What You Will Do
• Provide guidance and advice within the Division’s scope to support other Departments/Divisions reviews of By-laws or policies to align with corporate plans, objectives and best practices.
• Provide support to the Property Standards Committee with respect to training, hearings and implementation of the Committee’s decision(s).
• Manage issues with broad public impacts and resolve all sensitive and political matters to minimize risk. Escalate issues to the Director for awareness and resolve. Make recommendations as required ensuring compliance and safety for all citizens.
• Lead and provide oversight of Provincial Offences actions on behalf of the Division and the Town as required, including small claims litigations.
• Prepare and conduct prosecutions of matters under Provincial Statutes, and Municipal By-laws in the Ontario Court of Justice, commenced under Part I, Part II and Part III of the Provincial Offences Act (and other statutes), and any matters delegated by the Attorney General
• Oversee all matters concerning the prosecution of provincial offences including, without limitation, responding to written correspondence, preparing disclosure, reviewing witness lists, preparing witnesses for trial, drafting factums and books of authority, negotiating plea arrangements and conducting trials, and maintaining positive relationships with enforcement agencies.
• Oversee the management and retention of Division staff including engagement, performance goals and evaluation, mentoring, training and development formulation and authorization, discipline, health and safety, and promotion/transfer/termination decisions.
Skills and Experience
• Five years’ experience in a municipal enforcement position with three (3) years’ experience in a supervisory role.
• Demonstrated courtroom experience related to Provincial Offences; extensive knowledge of court procedures, rules of evidence and organizational understanding of the Justice System and Law Enforcement including disclosure requests for evidence for court purposes.
• Understanding of municipal government with the ability to interpret policies and regulations of the Municipal Act, municipal by-laws, Provincial Offences Act, Occupational Health and Safety Act and other legislation relevant to the position. Judgment, problem solving, and conflict resolution skills required in determining when charges are required and dealing with complaints with respect to enforcement issues.
Qualifications
• Diploma in Criminology, Public Policy or Administration, Police Foundations, Law & Security or other comparable programs.
• Municipal Law Enforcement Officer Certified (MLEO(C)) and Certified Property Standards Officer (CPSO). Licensed Paralegal in good standing with the Law Society of Ontario.

Other Important Information
Normal hours of work are thirty-five (35) hours per week. The annual salary range is $91,946.40 to $111,729.80 ($50.52 to $61.39 per hour).
