An industrial park could be coming to Mountain Road, which would bring 30 new industrial units to Collingwood’s west end.
During Monday’s (Feb. 13) development and operations services standing committee meeting, councillors got a look at a new four-building industrial park development proposed for 120 Mountain Road. The file was before council for an initial decision on whether to execute a site plan control agreement.
The owner and developer Manorwood Commercial Ltd. is proposing a 30-unit one-storey four-building industrial park development on the 4.08-hectare site, which will include surface parking, landscaping, constructed wetland and trail connections to the existing Mountain Road Trail south to the Taylor Creek Trail.
During Monday’s meeting, Mayor Yvonne Hamlin said she was happy to see the trail connection included in the designs for the site.
“I’m so excited to see this come forward. It’s been a long time, and this should be a wonderful addition for our offerings for those who wish to set up businesses in our town,” said Hamlin.
The developer originally started pre-consultations with the town on the project back in November 2013, and first applied for site plan control in December 2014, however, it was not forwarded to council for a decision at that time. The developer first submitted the current site plan application in November 2019.
The land is located on the south side of Mountain Road with the Black Ash Creek and Taylor Creek trails neighbouring the property to the south, the Georgian Bay Biomed site and Agnora/Side Launch Brewing to the west and vacant industrial park lands, which previously contained the Goodyear factory, to the north.
As of this week, the town’s community planner Justin Teakle says the town is not aware of any expressions of interest from potential tenants for the buildings.
However, as the land is zoned as an industrial park, potential uses under that zoning category include manufacturing, processing and/or assembling operations, concealed storage and warehousing facilities, research and development facilities, corporate administration offices, business offices and assembly halls.
Two outdoor amenity areas are proposed on-site, as well as continuous pedestrian connections between the buildings, Mountain Road and the trail network. The south-east corner of the site is proposed to be a constructed wetland with plantings that would also function as a stormwater management pond.
At the end of discussions, councillors voted unanimously in favour of recommending proceeding with approving a bylaw to execute a site plan control agreement for the development, pending municipal servicing capacity allocation. Coun. Brandon Houston and Coun. Steve Perry were absent from the meeting.
The decision will need to be ratified during the Feb. 27 regular meeting of council before going into effect.
