So, Collingwood wants to add automated speed enforcement (ASE) to its deck of cards, but the question is this: Will it legitimately be used for enforcement in designated school and community safety zones, as outlined in the province’s rules around ASE, or will council start designating ‘community safety zones’ in areas that can be considered fishing holes?
We should note that Alberta has clawed back fixed and mobile ASE to school, playground and construction zones, after finding that municipalities there were abusing ASE and using it as a source of revenue rather than a means of enforcement.
Shiny new toys are always fresh and exciting, but when those toys result in a windfall for government coffers, we should all be concerned.
